National college advice skips the money that’s specific to Arizona — and that’s where a lot of it hides. These state and tribal programs are real, sizable, and badly under-used, mostly because no one’s heard of them. Here’s what exists and how to get it.
One move unlocks most of these: file the FAFSA early. Several Arizona programs award automatically from it, and others require it to qualify. Do that first, then chase the specific ones below.
Arizona Promise Program
Who it’s for: Pell-eligible Arizona residents, usually recent high-school grads, enrolling full-time at ASU, UA, or NAU.
A “last-dollar” grant that covers remaining tuition and mandatory fees after your other gift aid — often the whole bill.
How to get it: File the FAFSA early to establish Pell eligibility, then check each university’s Arizona Promise page and apply/confirm with their financial-aid office.
Community-college promise programs
Who it’s for: Local students at many Arizona community-college districts (Maricopa, Pima, and others have their own versions).
Covers tuition (and sometimes fees or books) for eligible district residents — frequently makes community college free.

AzLEAP (state need grant)
Who it’s for: Arizona residents with high financial need at participating Arizona colleges.

AZ Earn to Learn
Who it’s for: Income-eligible Arizona students willing to save a small amount and take a short financial-education course.
Matches your college savings several times over (historically up to 8×) toward tuition — turning a few hundred dollars into thousands.
How to get it: Apply at earntolearn.org, complete the financial-literacy course and FAFSA, and make your savings deposits on schedule.
Arizona Teachers Academy
Who it’s for: Students at Arizona public universities or community colleges who commit to teach in an Arizona public school.
Covers tuition and fees in exchange for teaching in Arizona — one year of service for each year funded.
How to get it: Apply through the university or college’s Teachers Academy program once you’re in an education pathway.
Tribal higher-education aid
Who it’s for: Enrolled members of Arizona tribal nations (and many tribes nationwide).
Scholarships and grants from your nation’s education department, often stackable with other aid — plus national funds like the American Indian College Fund.
How to get it: Contact your tribe’s education or scholarship office early (deadlines are their own), and ask about both tribal and national Native scholarships.
In-state tuition (Prop 308)
Who it’s for: Students without documented status who attended an Arizona high school for 2+ years and graduated (or earned a GED).
In-state tuition rates and eligibility for state/institutional aid — a fraction of out-of-state cost. Not federal aid, but a huge difference.
How to get it: Show proof of Arizona high-school attendance + graduation to admissions, and ask the aid office about state and institutional scholarships you can receive.
